Local Privilege Escalation in Wibu CodeMeter Control Center

CVE-2025-47809 is a local privilege escalation vulnerability in Wibu CodeMeter before version 8.30a. Immediately after an unprivileged installation performed with UAC, if the CodeMeter Control Center component is installed and has not yet been restarted, a local unprivileged user may abuse the Control Center's Import License workflow to reach a privileged instance of Windows Explorer. The issue exists in the post-installation window before a user logoff or system reboot, creating a transient but exploitable elevation path.

Successful exploitation allows a local unprivileged user to elevate privileges on the affected Windows system during the vulnerable post-installation state. Because the flaw exposes a path from the CodeMeter Control Center interface to a privileged Windows Explorer instance, the attacker can gain access to functionality running with higher privileges than intended, potentially enabling administrative actions on the host.

Mitigation

If you can’t patch tonight, do this now.

If immediate patching is not possible, reduce exposure by preventing unprivileged users from performing or interacting with CodeMeter installations, especially installations invoking UAC. Where CodeMeter Control Center is present, require an immediate restart of the component and preferably a user logoff or full system reboot after installation before allowing access by lower-privileged users. Restrict local interactive access to affected hosts during the post-installation window.

Remediation

Patch, then assume compromise.

Upgrade Wibu CodeMeter to version 8.30a or later. Ensure affected systems are updated wherever CodeMeter Control Center is installed. Because the vulnerable condition exists immediately after installation and before a restart cycle completes, administrators should incorporate an immediate logoff or reboot after installation or upgrade as part of deployment procedures until patched versions are fully deployed.
