CVE-2025-55148 is a missing authorization vulnerability affecting Ivanti Connect Secure before 22.7R2.9 or 22.8R2, Ivanti Policy Secure before 22.7R1.6, Ivanti ZTA Gateway before 2.8R2.3-723, and Ivanti Neurons for Secure Access before 22.8R1.4. The flaw exists in the administrative interface, where server-side authorization checks do not properly enforce privilege boundaries between read-only administrator accounts and higher-privilege administrative roles. As a result, a remote authenticated attacker with read-only admin privileges can submit configuration change requests for restricted settings that should not be modifiable by that role. The issue is consistent with insufficient or inconsistent server-side authorization logic across administrative code paths.

Successful exploitation allows an authenticated low-privilege administrative user to bypass intended privilege restrictions and modify protected configuration settings. This can result in effective privilege escalation within the management plane, unauthorized changes to security-relevant or operational settings, weakening of appliance security posture, and potential disruption of enterprise access-control or remote-access services depending on which settings are altered.

Mitigation

If immediate patching is not possible, restrict network access to administrative interfaces to trusted management networks only, minimize or temporarily disable read-only administrative accounts where operationally feasible, review role assignments and least-privilege policies, and monitor administrative configuration changes for unauthorized modifications. Additional compensating controls include enforcing strong authentication for admin access and isolating management portals from general user or internet-reachable networks.

Remediation

Patch, then assume compromise.

Upgrade affected products to fixed versions provided by Ivanti: Connect Secure 22.7R2.9 or 22.8R2 and later, Policy Secure 22.7R1.6 and later, ZTA Gateway 2.8R2.3-723 and later, and Neurons for Secure Access 22.8R1.4 and later. Ivanti indicates the fix was deployed on 02-Aug-2025. Apply vendor updates across all exposed management instances and verify that administrative role enforcement behaves as expected after patching.
