CVE-2025-59830 affects Rack, the Ruby web server interface, in versions prior to 2.2.18. Rack::QueryParser enforced its params_limit only for parameters separated by '&', while the parser still split parameters on both '&' and ';' when using the default delimiter behavior. This discrepancy allowed an attacker to supply query strings or parameter data using ';' separators to bypass the intended parameter count limit and cause Rack::QueryParser to process more parameters than configured. The issue is specifically described as exposing applications or middleware that directly invoke Rack::QueryParser with its default configuration and can result in unbounded parameter parsing leading to excessive resource consumption.
