Islamic State (IS), also known as ISIS, ISIL, and Daesh, is a Salafi-jihadist terrorist organization that established a self-proclaimed caliphate in Iraq and Syria in 2014. Although its territorial proto-state was defeated in 2019, the organization continues to operate through a global network of branches, cells, supporters, and media and finance structures. Prominent branches include Islamic State Khorasan Province (ISKP), Islamic State-Somalia, Islamic State-Sahel Province, and Islamic State West Africa Province. Islamic State has conducted and inspired attacks against civilians, religious minorities—particularly Shia communities—government personnel, security forces, and public gatherings. Its affiliates and supporters have been linked to attacks and disrupted plots across the Middle East, South Asia, Africa, Europe, Russia, and North America. ISKP has played a prominent role in the organization’s external-operations and media activity and is an important node in its transnational cryptocurrency-financing network. The group systematically exploits online platforms and encrypted communications for propaganda dissemination, recruitment, radicalization, fundraising, and operational coordination. It has used social media to recruit foreign fighters and supporters, maintains multilingual propaganda ecosystems, and has incorporated artificial-intelligence-generated fabricated media into propaganda activity. Islamic State and affiliated actors have used cryptocurrency donation campaigns and decentralized finance networks to raise and move funds. The organization has also promoted encryption and other measures intended to protect supporter communications from interception.
