Alexandria Online Auction Fraud Network is a Romanian cyber-enabled fraud ring known for large-scale online auction fraud targeting U.S. victims. The group operated by posting fraudulent listings for high-value goods, especially vehicles, on major online marketplaces, then collecting payments for items that did not exist. After receiving victim funds, members converted proceeds into cryptocurrency and relied on external laundering support to move and obscure the money. Documented activity tied the network to laundering relationships involving RG Coins, a Bulgaria-based cryptocurrency exchange service operated by Rossen G. Iossifov, which was used by Romanian members of the network to convert and transfer criminal proceeds. The network is reported to have victimized at least 900 residents of the United States. Its observed tradecraft supports capabilities in initial victim targeting through online fraud, theft of funds, and exfiltration of proceeds via cryptocurrency conversion and laundering. The actor is financially motivated rather than espionage-oriented.
