A vulnerability in the UDP processing code of Cisco IOS 15.1, 15.2, 15.4 and IOS XE 3.14-3.18 allows unauthenticated remote attackers to cause a denial of service by sending UDP packets with destination port 0. The vulnerability arises from application changes that create and leave idle UDP sockets, which are not properly closed. This causes the input queue to hold UDP packets, leading to a queue wedge and DoS condition. The queue resumes normal operation after receiving 250 packets.
