CVE-2019-1130 is a local elevation of privilege vulnerability in the Windows AppX Deployment Service (AppXSVC). The flaw is caused by improper handling of hard links during privileged file operations, resulting in improper link resolution. An attacker with local access can abuse the service’s link handling to redirect operations performed by AppXSVC toward unintended files or resources, enabling privilege escalation. Microsoft describes the issue as a Windows Elevation of Privilege Vulnerability distinct from CVE-2019-1129.
