CVE-2019-1563 is an information-disclosure vulnerability in OpenSSL CMS and PKCS#7 RSA decryption handling. The CMS_decrypt and PKCS7_decrypt code paths can expose a Bleichenbacher-style RSA PKCS#1 padding oracle when an application reveals whether each decryption operation succeeded or failed. An attacker can use repeated chosen-ciphertext queries to distinguish valid from invalid padding and progressively recover protected plaintext material.
