CVE-2023-5678 is an uncontrolled resource-consumption vulnerability in OpenSSL X9.42 Diffie-Hellman processing. Excessively large X9.42 DH parameters can cause long processing delays during key generation or public-key validation. DH_check_pub_key() does not perform the relevant size checks for large P and Q parameters, while DH_generate_key() checks P but not Q. The issue also affects call paths through DH_check_pub_key_ex(), EVP_PKEY_public_check(), and EVP_PKEY_generate(), as well as the OpenSSL pkey utility when invoked with -pubcheck and the genpkey utility. OpenSSL SSL/TLS and the OpenSSL 3.0 and 3.1 FIPS providers are not affected.
