CVE-2024-40995 is a denial-of-service vulnerability in the Linux kernel traffic-control action API in net/sched. When handling requests to add multiple traffic-control actions using the same index, tcf_idr_check_alloc() can repeatedly retry rather than terminating. The second request can block indefinitely behind the first request while the kernel RTNL lock remains held, resulting in hung tasks waiting for that lock. The fix returns -EAGAIN when this condition is encountered, preserving the documented behavior while preventing the infinite loop.
