CVE-2025-38498 is an incorrect authorization vulnerability in the Linux kernel mount-namespace implementation. The do_change_type() path permitted mount-propagation settings to be changed for unmounted mounts or mounts outside the caller's mount namespace. This did not enforce the namespace ownership restrictions applied to other mount(2) operations. The correction causes do_change_type() to reject unmounted and foreign mounts, limiting propagation-setting changes to mounts in the caller's mount namespace.
