CVE-2025-61795 is an improper resource shutdown or release issue in Apache Tomcat’s handling of multipart uploads. When an error occurs during multipart upload processing, including limit-exceeded conditions, temporary copies of uploaded parts written to disk are not cleaned up immediately and are instead left for later garbage-collection-driven cleanup. Under sustained triggering conditions, these temporary files can accumulate faster than the JVM garbage collector removes them. This affects Apache Tomcat 11.0.0-M1 through 11.0.11, 10.1.0-M1 through 10.1.46, and 9.0.0.M1 through 9.0.109. Apache Tomcat 8.5.0 through 8.5.100 is also known to be affected, although that branch was end-of-life when the CVE was created.
