CVE-2025-9232 is a low-severity out-of-bounds read vulnerability in OpenSSL's HTTP client API handling of the no_proxy environment variable. The flaw is triggered when an application uses the OpenSSL HTTP client API functions, the no_proxy environment variable is set, and the host portion of the authority component of a supplied HTTP URL is an IPv6 address. Under those conditions, vulnerable code can read memory past the intended bounds while processing proxy-exclusion logic. The issue affects OpenSSL branches where the vulnerable code was introduced in patch releases 3.0.16, 3.1.8, 3.2.4, 3.3.3, 3.4.0, and 3.5.0. The HTTP client API may be invoked directly by applications and is also used by OpenSSL OCSP client functions and CMP client functionality, although those latter URL inputs are considered unlikely to be attacker-controlled. The OpenSSL FIPS modules are not affected because the vulnerable HTTP client implementation is outside the FIPS module boundary.
