CVE-2026-31692 is a Linux kernel vulnerability in the rtnetlink subsystem. The flaw is in rtnl_newlink(), which failed to enforce a CAP_NET_ADMIN capability check against the peer network namespace when creating paired network devices such as veth, vxcan, and netkit. Because the code did not verify administrative capability in the target peer namespace, an unprivileged user operating inside a user namespace could request creation of interfaces in arbitrary network namespaces, including the initial network namespace. The vulnerability was resolved by adding a netlink_ns_capable() check for CAP_NET_ADMIN in the peer namespace before permitting device creation.
