OpenSSL contains a certificate validation flaw in Certificate Management Protocol (CMP) Root CA key rollover processing. When handling an 'id-it-rootCaKeyUpdate' response via OSSL_CMP_get1_rootCaKeyUpdate(), the implementation is expected to validate the 'newWithOld' certificate, which carries the new root CA certificate signed by the old root CA key to transfer trust from the old anchor to the new one. Due to a typo in the certificate chain building logic, the code adds the wrong certificate to the chain, causing signature verification of the 'newWithOld' certificate to become ineffectual. As a result, verification is reduced to limited checks such as issuer-name and algorithm-OID consistency rather than effective cryptographic validation of the trust transition. An attacker who already possesses CMP message-protection credentials sufficient to satisfy Registration Authority-level checks can exploit this weakness by sending a crafted root CA key update message containing an arbitrary self-signed certificate, causing affected CMP clients to accept it as a new trust anchor. The vulnerable code is outside the OpenSSL FIPS module boundary, so FIPS modules are not affected.
