CVE-2026-46340 is an uncontrolled resource-consumption vulnerability in Netty's SCTP transport message reassembly. In vulnerable versions of netty-transport-sctp, SctpMessageCompletionHandler retains fragments for incomplete SctpMessage instances without adequate bounds. The original vulnerable implementation repeatedly combined the previous accumulator and each new fragment into another CompositeByteBuf, producing an increasingly deep composite chain. It imposed no limits on incomplete fragment count, aggregate bytes, or SCTP stream identifiers; a peer could continuously submit small DATA fragments without setting the complete flag. Subsequent hardening added limits on incomplete messages and fragments, but versions through 4.1.136.Final and 4.2.16.Final still lacked a limit on the aggregate byte size retained for incomplete messages. The complete fix adds cumulative buffered-byte accounting and rejects fragments that exceed the configured limit.
