CVE-2026-63075 is a resource-exhaustion vulnerability in the OpenSSL QUIC stack. OpenSSL retains metadata for transmitted ACK-only packets even though QUIC peers are not required to acknowledge those packets. A peer can repeatedly send ack-eliciting traffic, such as PING frames, to induce ACK-only responses while withholding acknowledgments for ack-eliciting traffic. This causes ACK-only packet metadata to accumulate for the lifetime of the connection. The issue affects OpenSSL 4.0, 3.6, 3.5, and 3.4; OpenSSL 3.0, 1.1.1, and 1.0.2 are not affected. The FIPS module is not affected because the QUIC implementation is outside its boundary.
