CVE-2026-74876 is a critical vulnerability in openssl_encrypt before version 1.4.0 caused by improper signature verification when constructing public key bundles from untrusted input. The flaw resides in PublicKeyBundle.from_dict(), which creates a PublicKeyBundle object from attacker-supplied data without verifying the bundle's signature. Because the resulting bundle can then be passed to to_identity() without prior verification, untrusted key material can be converted into an identity object and used as if it were authentic. This breaks the trust model for public key distribution and allows attacker-controlled public keys to be accepted in place of legitimate keys during encryption operations.
