CVE-2026-77860 is an incorrect counter-management flaw in NLnet Labs Unbound 1.20.0 through 1.26.0. On the serve-expired code path, Unbound double-decrements the per-client wait-limit counter. An attacker controlling an authoritative zone with short-TTL records can alternate unanswered queries with queries for expired cached names. The expired-name queries are answered through serve-expired and act as pumps that reduce the counter twice, allowing the attacker to evade the per-client pending-query restriction introduced as a DNSBomb countermeasure.
