CVE-2026-88774 is a feature-policy bypass vulnerability in Citrix NetScaler ADC and Citrix NetScaler Gateway caused by improper use of HTTP URL-based policy expressions. HTTP requests using non-normalized URL forms may evade policy evaluation, allowing configured security controls, including WAF or other URL-based rules, to be bypassed. It affects NetScaler ADC releases before 14.1-73.37 and 13.1-64.23, ADC 14.1 FIPS releases before 14.1-73.37 FIPS, ADC 13.1 FIPS and NDcPP releases before 13.1-37.279, and NetScaler Gateway releases before 14.1-73.37 and 13.1-64.23.
