A vulnerability in Keycloak's first-broker-login flow allows cross-session verification proof to be reused across different upstream identities from the same identity provider. The verification proof is keyed only by the local user identifier and the identity provider alias, and is not bound to the specific upstream identity that completed verification. As a result, after one upstream account is verified for a given local account and identity provider, a second upstream account on that same provider can consume the proof and become linked to the victim's local account. This is an identity binding flaw in the account-linking process that can enable unauthorized association of an attacker-controlled federated identity with another user's local Keycloak account.
