CVE-2026-9799 is an authorization flaw in org.keycloak.authorization in Keycloak. An authenticated user who has been granted a valid User-Managed Access (UMA) permission ticket for one resource can abuse a specific permission request prefix to bypass per-resource access control checks. Successful exploitation allows the user to extend access beyond the originally authorized resource and obtain access to other resources of the same type within the same resource server. The issue affects typed resources with ownerManagedAccess enabled when the resource server is configured in PERMISSIVE policy enforcement mode and there is no explicit policy protecting the resource type. The vulnerability results from improper enforcement of resource-scoped authorization boundaries during UMA permission evaluation.
