STORM-0817 is an Iran-linked threat actor publicly associated with AI-assisted support for malware development, social-media scraping, and reconnaissance. The actor has been observed using large language models to debug rudimentary Android surveillance malware, develop supporting command-and-control components, build Selenium-based tooling to scrape Instagram profile data, and translate target information from LinkedIn into Persian. Reported activity indicates an operational focus on intelligence collection rather than disruptive or financially motivated crime. The actor’s Android malware exhibited surveillanceware functionality designed to harvest sensitive information from compromised devices, including contacts, call logs, installed applications, media, screenshots, device identifiers, browsing history, geolocation, and files stored on external storage, including content associated with messaging applications. STORM-0817 also sought assistance for server-side code used to manage connections from infected devices, indicating capability spanning both endpoint malware and backend operational infrastructure. Reconnaissance activity attributed to STORM-0817 included collection and translation of professional profile information related to Pakistani cybersecurity personnel and institutions, including entities associated with cyber defense and forensics. Additional observed activity included testing of Instagram scraping tooling against individuals of interest. Available reporting characterizes the malware and infrastructure as relatively basic and still under development at the time of observation, but sufficient to demonstrate credentialed reconnaissance, data collection, and post-compromise surveillance objectives.
