Rybar-linked accounts have used generative-AI services to produce multilingual content, including Russian-, English-, and Spanish-language social-media posts and promotional video material, disseminated through branded and ostensibly unaffiliated accounts across Telegram and X. Its messaging has praised Russia and Belarus, criticized Ukraine, and promoted narratives alleging Western foreign interference. The network has also developed proposals for political-influence services in African countries, including election-related influence, local-agent networks, protest amplification, media placement, and coordinated online amplification. Documented campaign planning concerned the Democratic Republic of the Congo, Burundi, Cameroon, Madagascar, and Moldova; on-the-ground execution of the proposed African activities has not been established.
