Winter Vivern, tracked as UAC-0114, is a cyber-espionage threat actor associated with phishing operations against government entities in Ukraine and Poland. The group has been described as Russian-speaking and has conducted credential-lure and malware-delivery campaigns using spoofed government-themed web pages and email subjects crafted to appear relevant to official state activity. Known lures have impersonated Ukrainian government institutions, including foreign affairs and defense-related services, to induce victims to retrieve malicious payloads presented as security or scanning utilities. Observed tradecraft includes phishing for initial access, execution of PowerShell-based payloads, collection of files of interest, screen capture, automated exfiltration over web protocols, and persistence through scheduled tasks. The actor has also used defense-evasion measures such as concealing artifacts in publicly accessible user-profile locations. Reported activity indicates a focus on compromising state bodies and stealing information rather than disruptive or financially motivated operations. Winter Vivern is therefore best characterized as an espionage-oriented actor targeting public-sector organizations in Central and Eastern Europe.
