Neon Pothos, also tracked as APT-C-65, is a threat cluster name associated with Iranian cyber operations. It has been linked to activity attributed to BladedFeline, an Iran-aligned subgroup assessed as part of or closely related to OilRig, which is widely associated with Iran’s Ministry of Intelligence and Security (MOIS). The actor has targeted Kurdish and Iraqi government officials and appears focused on intelligence collection against regional governmental and political entities. Observed operations involved deployment of backdoors including Whisper, also known as Veaty, as well as Spearal and Optimizer. The group’s tradecraft is consistent with espionage-oriented intrusion activity, including initial compromise of targeted users or organizations, establishment of persistence through custom malware, post-compromise access maintenance, and exfiltration of collected information. The available reporting supports a profile centered on covert access and intelligence gathering rather than ransomware or disruptive monetization.
