RaccoonO365 is a financially motivated phishing-as-a-service (PhaaS) threat group and toolkit tracked by Microsoft as Storm-2246. The operation is marketed under a subscription model to other cybercriminals, lowering the barrier to entry for phishing and credential harvesting attacks against Microsoft 365 users. Reported subscription pricing included $355 for 30 days and $999 for 90 days, and the service was advertised via Telegram channels with roughly 835-850 members. Microsoft estimated the operators received at least $100,000 in cryptocurrency and sold roughly 100-200 subscriptions. The group specializes in credential harvesting through phishing pages that mimic Microsoft 365 login portals, and reporting also states it impersonated brands including Microsoft, DocuSign, Adobe, SharePoint, and Maersk. Campaigns targeted corporate, financial, educational, and healthcare organizations. Microsoft reported theft of at least 5,000 Microsoft credentials from victims in 94 countries since July 2024, targeting more than 2,300 U.S. organizations, including at least 20 healthcare entities. The phishing activity has been linked to downstream business email compromise, data breaches, financial fraud, ransomware, malware delivery, and intellectual property violations. Observed tactics and tradecraft include ready-made phishing kits, fake emails with links or QR codes, lookalike login pages, Cloudflare Turnstile CAPTCHA, and Cloudflare Workers scripts used for anti-analysis, bot detection, and evasion by filtering requests from researchers, scanners, and sandboxes. Reporting states customers could target up to 9,000 email addresses per day and used techniques to circumvent multifactor authentication and gain persistent access. The operation also advertised an AI-powered feature called AI-MailCheck. Microsoft previously linked tax-themed phishing campaigns using RaccoonO365 pages to delivery of Latrodectus, AHKBot, GuLoader, and BruteRatel C4. Microsoft and Cloudflare disrupted the operation by seizing 338 domains/websites associated with RaccoonO365 and removing related Cloudflare infrastructure. Microsoft and Health-ISAC also filed civil action against the operators. Microsoft identified Nigerian national Joshua Ogundipe as the alleged leader/mastermind of the operation. Separate reporting states Nigerian authorities arrested Okitipi Samuel, also known as "RaccoonO365" and "Moses Felix," as the alleged developer behind the phishing infrastructure.
