An unidentified intrusion actor observed during the mass exploitation of Microsoft Exchange Server vulnerabilities in early 2021. This activity involved executing encoded PowerShell commands to enumerate and read the contents of likely webshell files associated with prior Exchange compromises, including webshells commonly linked to HAFNIUM and other follow-on operators. The behavior is consistent with an actor attempting to discover and reuse footholds established by earlier intruders on already-compromised Exchange servers. The actor’s observed tradecraft indicates post-compromise reconnaissance and hands-on-keyboard validation of access rather than a fully attributed intrusion set or established malware family. The activity occurred in the broader context of widespread exploitation of Exchange vulnerabilities including ProxyLogon-related flaws such as CVE-2021-26855, CVE-2021-26857, CVE-2021-26858, and CVE-2021-27065, during which multiple unrelated actors targeted the same victims in rapid succession. No high-confidence attribution to a specific country, organization, or named threat cluster is currently available.
