Hidden Bear, also referred to as HiddenArt, is a telecommunications signaling threat group assessed to have ties to the Russian government. The group is associated with abuse of Signalling System 7 (SS7) weaknesses to conduct mobile-network surveillance operations on a global scale. Reported activity includes periodic reconnaissance against mobile networks, exploitation of signaling infrastructure, and use of spoofed mobile network nodes to obscure attack origin. Its operations have been linked to tracking targets and intercepting mobile communications, including activity directed at Russian dissidents and high-profile individuals. The group’s tradecraft is consistent with state-aligned espionage focused on covert collection through telecommunications infrastructure rather than conventional endpoint malware deployment.
