The Main Intelligence Directorate of the General Staff, commonly known as the GRU, is the military intelligence service of the Russian Federation. It has been publicly linked to cyber operations conducted to interfere in the 2016 United States presidential election. In that activity, GRU operators conducted computer intrusions against U.S. persons and organizations and then facilitated the release of stolen data to influence the political environment. Publicly identified GRU components associated with these operations include Unit 26165 and Unit 74455. The organization also operated online personas including DCLeaks and Guccifer 2.0 to disseminate stolen materials and obscure attribution. Reported victim organizations in this campaign included the Democratic National Committee and the Democratic Congressional Campaign Committee, and stolen material was later released through cutouts including WikiLeaks. Based on these activities, the GRU is assessed as a Russian state actor engaged in cyber-enabled espionage and influence operations, with demonstrated capabilities in initial compromise, data theft, operational concealment, and post-compromise release of information for strategic effect.
