U.S. lawmakers have alleged that CyberRoot conducted targeted cyberattacks and data theft against U.S. individuals, including business owners and lawyers, for more than a decade, including activity intended to influence litigation. CyberRoot has also been associated with espionage reporting by Citizen Lab and other investigative researchers. The actor is characterized as a commercial provider of offensive cyber services rather than a nation-state group.
