Daesh-Somalia is the Somalia-based branch of the Islamic State and a jihadist militant organization operating primarily in Puntland and other parts of Somalia. Although smaller inside Somalia than al-Shabaab, it has been assessed as playing an outsized role in the Islamic State’s wider transnational network through revenue generation, financial facilitation, international recruitment, and support to external plotting. Senior Islamic State figures linked to the al-Karrar office and associated financing networks have operated from Somalia, and Somalia-based networks have facilitated funds to other Islamic State branches in Africa. Daesh-Somalia has been described as one of the more successful Islamic State affiliates in raising revenue, generating millions of dollars annually in some recent periods. The group is also a rival of al-Shabaab and has engaged in conflict with it. Reported activity associated with Daesh-Somalia includes raising money, recruiting fighters internationally, maintaining leadership safe havens, and plotting attacks outside Africa, indicating capabilities spanning terrorist financing, recruitment, external operations support, and broader post-exploitation and persistence functions within insurgent safe havens.
