Islamic State Khurasan Province (ISKP), also known as ISIS-K, is the Afghanistan- and Pakistan-focused branch of the Islamic State that also supports the broader organization’s external operations. It has been assessed as a key transnational node in ISIS’s cryptocurrency financing network, using digital asset fundraising and transfer mechanisms as part of wider terrorist support activity. ISKP has been linked to financing for attack operations, including a March 2024 attack near Moscow that was reportedly at least partially funded with cryptocurrency. Within the broader ISIS ecosystem, ISKP functions as both an operational and financial facilitator, supporting procurement and transnational movement of funds rather than operating solely as a local insurgent entity. Its activity is consistent with terrorist financing, covert support networks, and cross-border facilitation in service of violent extremist operations.
