Ransom Cartel was a Belarusian-led ransomware-as-a-service operation created by Maksim Silnikau in 2021 and publicly active from late 2021 through 2023. Silnikau recruited affiliates on Russian-speaking cybercrime forums, provided stolen corporate credentials and encryption tooling, and operated an affiliate platform for attack management, victim communications, ransom negotiations, and distribution of proceeds. The operation also worked with initial-access brokers and laundered ransom payments through cryptocurrency mixing services. Ransom Cartel affiliates compromised at least 18 organizations in the United States and other countries, exfiltrated corporate data, encrypted victim systems, and demanded payments for decryption or nonpublication of stolen data. The activity caused confirmed victim losses exceeding $6.7 million. Ransom Cartel malware exhibited technical similarities to REvil, although a direct organizational relationship or succession to REvil has not been established. Silnikau was arrested in 2023, extradited to the United States, and sentenced to 16 years' imprisonment; his arrest significantly disrupted the operation.
