Keeper is a Magecart payment-card skimming threat actor focused on compromising e-commerce websites, particularly Magento-based online stores. The group has been associated with large-scale web skimming activity since at least April 2017 and has targeted more than 570 victim e-commerce sites across 55 countries. Its operations center on injecting malicious JavaScript into checkout pages to steal payment-card data, billing details, additional personally identifiable information, and related transaction context from online shoppers. Keeper has used a broad and interconnected infrastructure of attacker-controlled delivery and exfiltration systems, including dozens of domains for hosting skimmer payloads and separate domains for receiving stolen data. The actor has impersonated legitimate services, plugins, payment gateways, and well-known brands to blend malicious infrastructure into normal web traffic. Analysis has linked its payload-hosting and exfiltration infrastructure through shared administration patterns and common backend hosting. The group primarily targeted small and medium-sized online merchants, with a strong concentration on Magento deployments, which accounted for the large majority of observed victims. Victim organizations included retailers selling electronics, clothing, jewelry, custom promotional products, and liquor. Observed victim hosting was concentrated in the United States, with additional notable victim presence in the United Kingdom and the Netherlands. Keeper’s tradecraft evolved over time from relatively simple and unobfuscated skimmer scripts to more customized and obfuscated JavaScript payloads. Later payloads more explicitly categorized harvested checkout data and demonstrated increased operational maturity. The actor’s activity is tied to the theft of large volumes of card-not-present payment data, with compromised records distributed across multiple major underground carding marketplaces, including Joker’s Stash. Available reporting attributes substantial criminal revenue to these sales. Keeper is best characterized as a financially motivated cybercriminal Magecart group specializing in web-based payment-card theft and data exfiltration from e-commerce environments.
