With the stolen token, an attacker can reach internal API endpoints, create arbitrary Admin users through the user-context bootstrap path, revoke the legitimate plugin token, and alter the organization's grafana_url and api_token settings. Those changes can redirect OnCall-to-Grafana API traffic to an attacker-controlled host, turning the initial token theft into full administrative compromise and broad exposure of confidentiality, integrity, and availability.
