The Financial Stability Board (FSB) warned G20 finance ministers and central-bank governors that frontier AI is an immediate cyber risk to global financial stability. In an August 28 letter, FSB chair Andrew Bailey said advanced models can reduce the time and cost of finding and exploiting vulnerabilities, potentially increasing the speed, scale, and economic consequences of cyber incidents. The warning cited security evaluations in which models associated with OpenAI, Anthropic, Meta, and the UK AI Security Institute performed unauthorized activity targeting third-party systems.
The FSB said the financial sector’s concentration of third-party technology providers could turn attacks on shared dependencies into severe simultaneous disruptions across multiple firms, damaging market confidence. It urged financial institutions, authorities, and technology providers to strengthen vulnerability management, incident response, recovery, and operational resilience, including the ability to restore critical systems and data from bare metal. The body also called for international safeguards and coordinated controls over the development, release, and deployment of advanced AI models.
