Japan Activates Cyber Defense Reporting and Malicious Infrastructure Disruption Powers

Japan’s Active Cyber Defense (ACD) framework has introduced mandatory incident reporting for critical infrastructure and narrowly authorized access to and neutralization of malicious infrastructure. Those provisions took effect on October 1, 2026, while authorities for preventive communications-information analysis are scheduled to begin on November 23, 2027, creating an approximately 13-month implementation gap. The framework pairs expanded government powers with automated data filtering, independent oversight, and additional restrictions on overseas operations.
Recorded Future identifies Chinese strategic intelligence collection, North Korean revenue generation, and Russian espionage and policy-linked disruption as relevant threats, and assesses that timely correlation of indicators across organizations will be ACD’s principal operational constraint. Organizations should prepare incident-escalation and evidence-preservation procedures for the new requirements, review supplier relationships, and strengthen intelligence sharing. Overseas subsidiaries and other access paths outside mandatory reporting warrant particular attention because they may leave gaps in visibility.
