CVE-1999-0095 is a Sendmail vulnerability where the SMTP DEBUG command is enabled/available, permitting an attacker to invoke Sendmail’s debug functionality to execute arbitrary commands with root privileges. The issue is fundamentally an insecure configuration/feature exposure: leaving the debug command enabled in a production MTA allows remote command execution via the mail service context, which historically runs with elevated privileges.
