CVE-2001-0951 describes a vulnerability in Windows 2000 where the system's Internet Key Exchange (IKE) service listening on UDP port 500 can be subjected to a denial of service attack. An attacker can remotely flood this port with specially crafted packets containing a large number of dot characters, causing excessive CPU consumption on the target system. This results in degraded performance or unresponsiveness of the affected service.
