Windows 2000 Utility Manager can be manipulated through unauthenticated Windows desktop messages while it runs with elevated privileges. A local attacker can bypass the graphical interface's protections, invoke context-sensitive help to cause Utility Manager to launch the Windows Help viewer, and send further messages that make the viewer open attacker-selected content. This is a Shatter-style privilege-escalation issue distinct from CVE-2003-0908.
