CVE-2004-1043 is a cross-domain vulnerability in the Microsoft Windows HTML Help ActiveX control (hhctrl.ocx), exploitable via Internet Explorer 6.0 on Windows XP SP2 and potentially other applications that host MSHTML. The issue arises from use of the "Related Topics" command to open a Help popup window containing the local PCHealth tools.htm file in the Local Machine/Local Zone, after which attacker-supplied JavaScript can be injected and executed in that more-privileged context. Public descriptions note exploitation using writehta.txt together with an ADODB recordset to write a .HTA file to the local system, resulting in arbitrary code execution. The flaw is commonly referred to as the "HTML Help ActiveX control Cross Domain Vulnerability."
