Cisco PIX Firewall versions 6.3 and 7.0 can be forced into a sustained denial-of-service condition where new inbound TCP connections are blocked due to exhaustion of embryonic connection state. Remote attackers can send spoofed TCP packets that cause the PIX to create embryonic connections that will not complete with the end system, including SYN packets with invalid TCP checksums (which do not elicit a RST), or (from an external interface) a single byte of meaningless data, or packets with a TTL one less than required to reach the internal destination. These inputs result in half-open/invalid connection tracking entries that persist long enough to prevent legitimate new connections.
