CVE-2006-1260 is a vulnerability in the Horde Application Framework 3.0.9, where the services/go.php script fails to properly sanitize the 'url' parameter. By injecting a null byte (%00) into the 'url' parameter, an attacker can bypass the intended sanity check and read arbitrary files from the server's filesystem. This is due to improper handling of null-terminated strings in file operations, which can cause the application to interpret the input differently than intended.
