CVE-2012-1258 is an authentication and authorization flaw in cgi-bin/userprefs.cgi in Plixer International Scrutinizer NetFlow & sFlow Analyzer before version 9.0.1.19899. The vulnerable endpoint does not properly validate user permissions before performing privileged account-management actions. As a result, a remote attacker can invoke the user creation functionality directly and supply parameters such as those controlling the new username, password, and target group membership to create a new account with administrator privileges. The issue is characterized by the absence of effective permission checks on a privileged function rather than a failure in credential verification alone.
