A mass assignment vulnerability in the create method of app/controllers/users_controller.rb in Foreman before 1.2.0-RC2 allows remote authenticated users with permissions to create or edit other users to escalate privileges by setting the admin flag or assigning arbitrary roles. The vulnerability bypasses the :attr_protected mechanism by saving the user[admin] parameter to a local variable and assigning it to the new user object, enabling privilege escalation to admin.
