CVE-2019-17199 is a directory traversal vulnerability in www/getfile.php in WPO WebPageTest 19.04 on Windows. The issue is caused by an unanchored regular expression used in input validation, which can be bypassed with crafted path input containing the substring "a.jpg\..". By abusing this validation flaw, an attacker can traverse directories and cause the application to read arbitrary files from the underlying Windows filesystem.
