CVE-2019-17640 is a path traversal vulnerability in Eclipse Vert.x StaticHandler affecting versions 3.4.x through 3.9.4 and pre-release 4.0.0 versions from milestone1 through Beta3. On Windows operating systems, StaticHandler does not correctly process backslash path separators. Because backslashes are accepted as path components on Windows, an attacker can craft requests that use backslashes to escape the configured webroot and traverse to the server's current working directory. The flaw is in the path normalization and validation logic for static file handling, which fails to properly constrain requested paths to the intended webroot on Windows platforms.
