The issue arises from a default trust configuration that allows an attacker located in the trusting forest to request delegation of a Kerberos Ticket Granting Ticket (TGT) for an identity from the trusted forest. In practice, this weakens the intended security boundary between forests and can allow abuse of inter-forest trust relationships to obtain delegated authentication material for identities in the trusted forest.
