CVE-2020-10136 is an unauthenticated vulnerability in certain implementations of IP Encapsulation within IP as defined by RFC 2003. Affected devices improperly validate encapsulated IP-in-IP packets before decapsulation and routing, including incomplete inspection of the inner IP packet carried within the outer packet. When a device accepts IP-in-IP traffic from arbitrary sources to arbitrary destinations without explicit tunnel configuration or equivalent validation, an attacker can send specially crafted packets that cause the device to decapsulate and forward traffic unexpectedly. This behavior can turn the device into a forwarding or reflection point, enabling spoofing, access-control bypass, information leakage, and reflected denial-of-service activity.
